I have been asked by widow of Sun Yat Sen now

resident here for permission to broadcast on Sunday message

addressed to the Congress of Youth in America using

Government Studio ZBW with Manila as intermediary. Script

submitted is violently unti Japanese and anti Fascist and

would not be passed for local reception. Its main aims are;«

(1) To encourage boycott in America und Great Britain upon

supply or transport of munitions and raw materials to Japan.

(2) To divert subscriptions from refugees camps to

subsidising Co-operative factories in unoccupied China.

I have caused person named to be informed that I

regret I cannot permit such broadcast from this Station on

grounds (1) such action would not be consistent with

neutrality and (2) if it were permitted presumably similar

facilities would have to be granted to Japanese propagandists

if requested.
